I want to contribute the question below:

Title: Phi Transformation

For an input value x, the phi transformation generates:
Φ(x)=[1,x,x^2,x^3 ,…,x^d]
where d is the degree

Input:
data: A list of floating-point or integer numbers.
degree: An integer specifying the maximum degree for polynomial features

Output:
A 2D list where each row represents the polynomial features of one input value
