Setup Omni Core web console

This is the closest repo such an idea relates to, though it may as well be something independent.

I stumbled upon https://chainquery.com/bitcoin-api/decodescript, which provides a web interface for Bitcoin Core's RPC API, and it also shows some instructions and the help messages.

It would be nice, if we had something similar, for once to show case our features, but also to get people more familiar with the interface of Omni Core.

I really, really like that idea - I think I'd like to get the API connector finished & launch 'Chest's paid API before I have a chance to work on a new API service like this but I do like the idea, and think it would be very cool to do something like this :)
