[Collections] - add ability to fully sync the current active workshop collection with the currently active profile #16224

We have two options here, which perhaps should be two different buttons for the curator to use.

Have the sync functionality completely remove all mods in the current active workshop collection, and re-add the mods which are active in the current profile; basically giving the curator a "fresh start" for that collection.
Have the sync functionality remove mods that are missing or disabled in the current profile, and add any new ones, maintaining metadata for the mods that are currently active.

IDCs added the improvement 📈 label
