The use case for this is when a collection runs things like C# FOMODs in Fallout NV where the installer needs there to be certain mod files applied to the game folder for it to produce the desired result. Or an XML FOMOD the user must select options but the options are disabled where certain files/plugins are not present.

I don't see this being very relevant to the app. "Phases" might make sense in the convoluted mess that is Vortex but the app is completely different. I'd have to see a collection make use of this to be sure, but this might just be a nothingburger. We also don't want to inherit bad design decisions and weird quirks of Vortex.
The app must understand installation phases and (where necessary) be able to use them during install.
