[BUG]: RAPIDS CI jobs are failing but report success

I just happened to be looking at one of the RAPIDS CI logs and noticed that there were many failures, but the job still passed successfully. e.g., https://github.com/NVIDIA/cccl/actions/runs/12126815579/job/33809723764?pr=3001#step:6:1088

How to Reproduce

0. Run a CI job
1. See the RAPIDS job failure in the log, but the job is green.

Expected behavior

The RAPIDS CI jobs should fail if there are failures.
