Remove deprecated MAINTAINER instruction #148

The MAINTAINER instruction is deprecated and should be updated. The MAINTAINER instruction can be replaced to with a LABEL instruction. This can add the authorship information that the maintainer instruction indicates and allow cleanup of repeat authorship information at the top of the Docker files.
