Separate dependabot for release/0.3 #417

Create an additional dependabot runner that will open tickets against release/0.3. These tickets should be labeled using the release/0.3 label so that they are easy to tell apart. Dependabot should also be setup to not bump major versions since this was the point of creating the release/0.3 branch
