Limit refresh checks either by time period or number of failures (after VPN disconnect) #376

Sometimes I need to leave my system running overnight. But when my VPN connection times-out, the Jenkins plugin records hundreds of IO errors throughout the night. It would be nice if I could either:

  1. set a time period -- such as Monday - Friday from 8:00am to 6:00pm -- that I want auto refreshes to occur.
  2. for the plugin to stop auto refresh checks after x failures and until I do a manual refresh.

While at least one option is necessary, both have advantages. The first prevents checks not only for a use case of VPN disconnect, but also prevents unnecessary checks during non working hours. But the second option also has the advantage of preventing a lot of noise during an outage, when disconnected from the network (such as when using your laptop where there is no trusted network), etc. As well as dealing with days off or such.
