limel-chart: Be able to display chart item texts dirctly on charts items rather than having to hover over the item

New feature motivation

When displaying chart items only the value is clearly discernable, the text is hidden until you hover the mouse on top of the item, which makes it difficult to get a quick overview if the items consists of for example a number of coworkers.

New feature description

A property on the chart that can be set to display the item texts. If true, the texts are displayed on the chart, if false, the current behavior is kept where tooltips are displayed.
