[Feature]: Add resizable floating chat box in fullscreen

Is your feature request related to a problem? Please describe.

I always use an extension called "Youtube Chat in Fullscreen" which is great and allows you to drag a resizable box with the live chat anywhere on the screen when in fullscreen. This is very useful, because some streams do not display the comments in the stream itself, meaning you can't see them while in fullscreen without this extension. (see picture)

The problem is the following: This extension does not support automatic chat translation as present in HyperChat. It also appears the extension is no longer being developed.

Describe the solution you'd like

I think it would be a great addition to HyperChat to addopt this functionallity.

i.e. I'd like HyperChat to also implement a resizable, movable, transparent chat box while in fullscreen that supports automatic chat translations. I would rather use only HyperChat instead of two extensions.

Expected behavior

Ideally, "Youtube Chat in Fullscreen" would support HyperChat auto translation, but it doesn't natively.

Describe alternatives you've considered

The extension mentioned does have a "native" mode that will extract the hyperchat element from the page and put it in the resizable box, but this barely works and is not transparent.
