Use in Windows: Ignore regional settings - numeric decimal symbol settings. #1367

SUMMARY

Please, ignore stupid regional decimal symbol settings in "Regional and Language Options" in MS Windows system and ALWAYS use comma and point ("," and ".") as decimal separator in entering decimal number across whole LibrePCB Application.
Why: decimal separator key , located in the numeric area in the PC Keyboard, changing their symbol depending on regional settings. It's a painful...

SOLUTION

Or insert a new checkbox into workspace settings for technical people: "Use decimal symbol from system".
If is unchecked, use comma and point.
If checked, read system settings.

Not only on Windows - on Ubuntu this behavior annoys me too...
