[BUG] PDF does not open in browser PDF viewer #2338

Description

I upload a PDF into the Files section of a project. When attempting to download or view, it is displayed as a text file in the browser.

To Reproduce

Steps to reproduce the behavior:

Go to a project and browse to *Data Room > *Files
Upload a PDF
Attempt to open PDF
It is displayed as text

Expected behavior

Open in the browser PDF viewer, or open a download prompt.
