Update restricted access warning text

This refers to the warning texts that appear on 2 occasions when a user attempts to access data with restrictions.
(Wolfgang commented that the REMS interface can be alienating as it feels separate and very different to the portal, however LDaCA has the resource Collection Access which guides new users on how to apply for access via REMS -- it would be helpful to add a link to this resource at the point when the user is about to use REMS).

1. User is not logged in to LDaCA portal.
Currently the warning text is:
You do not have permission to see these files. Sign up or Login.

Update to:
You do not have permission to view these files.
Please [sign up/login] (https://data.ldaca.edu.au/login) or see further details on how to apply for access.

2. User is already logged in to the portal but has not applied for a license.
Currently the warning text is:
You do not have permission to see these files.
You are logged in and you can apply for permission to view these files -
[apply for access] or [refresh permissions].

Update to:
You do not have permission to view these files.
You are logged in and can [apply for permission] to view these files, [refresh permissions], or see further details on how to apply for access.
