I think I have this figured out, and it's actually not difficult -- the FreeBSD kernel supports /etc/localtime the same way Linux does!
There is a system tool that can be called to set the time in a sane way. I'm just not sure whether it's in the same place consistently between 10.7 vs. 10.8, OS X vs. OS X Server...
