How to do staggered animation?

Hello, I'm a newbie. Lets say I have a circular progress indicator. Initially, I'd like it to fade in. Once that animation is complete, I'll fetch some data. After both the animation and data fetching are done, I want the loading widget to gradually expand until it fills the entire screen, and then transition to another page. How can I achieve this? thanks
