Variant svg tag is not well documented / inconsistent.

The left part of this kanji, 余, is marked as a variant. In what way is this a variant?

The homepage says the following:

variant
Should be present and set to true if the group is from the element attribute.

I've been sitting with this for a few days now and do not understand this description. Perhaps this should be clarified so that I can be sure if the tag is wrong or not?

This character hasn't been changed since the beginning of the github repository according to the history. The documentation of the meaning of things like variant here is based on guesswork by me from reading Ulrich's posts on the mailing list and sometimes on here too. I'm not sure what it means here.

I don't understand what that comment means either, so I've changed the documentation for "variant" in 9557e6e.
