Description

There should be a 35% tension requirement for Socialist Russia to attack Finland.

Reasoning

This already exists for non-socialist Russia, I feel it makes sense for consistency. It also just feels really unfair playing Finland to get invaded February 1937. this change will help game-play, and makes sense in lore.
