The effects of the focus 'Invite Foreign Aviation Instructors' could be tweaked depending on the choice of foreign advisor in the event 'Invite Foreign Advisors'.

For example this could be bonus range (Russia), ground support (Germany), strategic destruction (Japan). I leave the specific bonuses to your discretion.

Reasoning
