Description

Add new foreign policies for Australasia and Hawaii to join the Eastern Syndicaist Union and have them join it first over the 3I

Reasoning

Prevents the Japanese from getting into an early war with the 3I and weakening both sides. Plus Australasia and Hawaii are far from France and Britain
