Tagging issues with custom labels

As a user, I would like to be able to tag an issue with a custom label, so that I can easily manage and organize my issues.

This would require implementing the dropdown describe in issue #26. Also, a new page for managing tags needs to be created.

Has started the implementation of this. Seems to require a fair extent of work, but will try my best to implement this in near future.

I have come up with a design for the tags page. Already started implementing the Tags page shown in the first wireframe.
