This site - https://testdataframesjl.readthedocs.io/en/readthedocs/ - is coming up first in a number of my searches for DataFrames.jl content. Is it an official version of the documentation? - it doesn't look up to date somehow...

It is not. The official docs are https://dataframes.juliadata.org/stable/.
I do not know who is maintaining the site you linked. @nalimilan - maybe you know?
