Only game that requires it is Garou: MOTW (all the other ones have a non-encrypted version).

I think I already added NEO-SMA decryption to romfix? So only the actual bankswitch impl would be needed?

Also dubious: NEO-SMA has a PRNG register. Not sure if that'll cause trouble. mslug5 only uses the bankswitch of its NEO-PVC, so maybe garou also doesn't require any further SMA features.
