tgenv should point to new github instead of old one

brew gist-logs <formula> link OR brew config AND brew doctor output

Currently brew install tgenv is using an old repo thats unmaintained and has issues with install.
There are a bunch of issues but this one specifically prevents installation of slightly older versions, cunymatthieu/tgenv#21.

We should use a new repo thats being maintained - https://github.com/tgenv/tgenv.
They have solved the issues that arent solved in the old repo.

Verification

• My brew doctor output says Your system is ready to brew. and am still able to reproduce my issue.
• I ran brew update and am still able to reproduce my issue.
• I have resolved all warnings from brew doctor and that did not fix my problem.
• I searched for recent similar issues at https://github.com/Homebrew/homebrew-core/issues?q=is%3Aissue and found no duplicates.

dude you dont have to close it, somebody might want to do this work, and doesn't necessarily have to be the person submitting the issue.

Search works for closed and open issues, and since there is nothing actionable for Homebrew here the issue can be closed.
