We can probably turn off the CI target for Eclipse 4.9 with Java 11. I think the first release of Eclipse to support Java 11 was 4.10 so probably we're safe to assume anyone on Java 11 has Eclipse 4.10 or later. We'll still test 4.9 on Java 8.

This should make it slightly less likely that the CI will fail due to flakes.
