Pull Requests required, except for build problems

Please submit pull requests for code commits, don't submit code updates direct to the repo.
The exception is for commits to the build pipeline.

Now that the build pipeline is mostly tested in a PR as well, I suggest to have also all build pipeline changes go through a PR, @slspencer

@csett87 - Agreed, all code commits require a PR, including updates to README.md and other docs.
