We need the spark max sensor position to be able to align the turret to a specific location

Will also need to figure out how the PID works too.

Updated the name of this issue, we need the turret controls and the turret pos-hold to work.

Requires modifying files:

  • subsystem/Shooter.java
  • RobotContainer.java
