With UPS and SL7, products often needed to be built using language features not supported by system compilers. With more modern operating systems (e.g. AL9), this is less of an issue right now, but it may become one later on. The FNAL Spack migration team should develop a policy on when packages should be built with the native compiler vs. a newer one.
