Test/support upgrades to enable/disable Espresso

Since Espresso mode is determined by the system config, it shouldn't be too much work to support dynamic upgrades into and out of Espresso mode. We will need to test for this and fix whatever's broken. For one thing, the sequencer will need to check the Espresso flag every block. Currently it only checks it once, at startup.
