recommended preprocessing outline for downsampling / upsampling steps

Along the lines of the practical {recipes} advice and the Ordering of Steps page, it'd be great to see something similar / expanded that'd be inclusive of additional steps, e.g., those implemented in {themis} for SMOTE, downsampling, upsampling, etc.
