Akiba's Trip FPS unlock PCSE00428

Unlock FPS in Akibas Trip.
Game won't run full 60 (maybe indoors), but is unlocked to. It does reach 40 usually.

Good to note that this would need to be added under patchlist.txt

and for the patch to work, you also need to edit config.txt and add the following

ENABLED=1
FPS=60

Edit: the runs fine but your character starts like stuttering when setting the FPS to 60. I recommend setting it to 30 for a more consistent frame rate

Slightly better hack to also vsync to 60
