Release 2021.7.13

A maintenance release that targets bugfixes and code clean up. As well as this being the last official release for any new rulesets in the crowdsourced rulesets. This is in preference for the Smarter Encryption Rulesets.

I missed that we had an upcoming holiday in the U.S. This will be done tomorrow.

Officially delaying until next Monday Tuesday.

Reason: Toolchain scripts need some adjustments. I notice there's a few issues that could disrupt local development.
