CI error in new types package for redundant property (All tests are passing locally)

Hi, I have created below PR for a new types package "UXP":

Tests run fine locally with both commands: npm test uxp and npm run test-all

CI build is failing with below error:
error '@Property' is redundant when using a type system jsdoc/check-tag-names

Though we have a check added in tslint.json:
"no-redundant-jsdoc": false,
"no-redundant-jsdoc-2": false,

Looks like tslint rules are migrated to eslint hence added "jsdoc/check-tag-names" rule for eslint, so CI issue got resolved
Still, want to check why tests are not failing locally?
