[Documentation] List required PHP plugins (e.g. php7.0-mbstring)

php7.0-mbstring is required to run EXT:typo3_forum. This is usually not a problem in most hosting environments, but given that this plugin is not required for TYPO3 as such, it should be noted somewhere.

The following error message appears, if php7.0-mbstring is not available.

The documentation might have to go independent then, as the original one is published on https://typo3-forum.readthedocs.io/ and in the extension itselfe is only a link.

I am aware of that. The existing documentation on readthedocs.io is not really accurate nor complete. A TYPO3 extensions such as EXT:typo3_forum should provide a straight forward and up-to-date documentation, so that this is published on docs.typo3.org.

This issue was meant to be more a reminder :-)
