Somehow keep the current STIG checklist in memory while you work on it (session, Redis, memcache, etc.) but not persist it yet

working on this with the Microsoft.Extensions.Caching.Distributed distributed cache / in memory piece of .NET core. Can switch to Redis fairly easily as we go.
