dnscrypt-proxy 2 needs to be restarted if at boot time system was not connected to internet.

i use mobile-hotspot, sometime when i boot my system, if hotspot is not turned on and then later if i connect my laptop to internet, internet won't work until i do systemctl restart dnscrypt-proxy.service
