Map Zooming is broken when scrolling with inertia (trackpads)

Describe the bug
when trying to zoom the map with a trackpad the map snaps back to the furthest immeditely after trying to zoom in. Sometimes the zooming will stick usually by right clicking at the right moment but it is very frustrating to get it at the right zoom level this way.

To Reproduce
Steps to reproduce the behavior:

1. Plug in trackpad with natural scrolling
2. zoom map

Expected behavior
Map should zoom properly or have a seperate hot key to zoom in/out

Additional context
Someone was having the same problem (https://www.uorforum.com/threads/world-map-uo-classic.52376/) and they said they bought a new mouse and it started working. Perhaps it does not work with some setups I am on a laptop using a trackpad.

Edit: So i tested it out on another computer which has an external trackpad and it too had the same zooming problem. Then I got my hands on a mouse with an actual scroller wheel and tried it, this time it would zoom in/out correctly. So I'm guessing the inertia from the trackpad scrolling input is unsupported and causes it to zoom out all the way.

Edit2: If I emulate the scroll wheel with a tool like https://github.com/ykon/w10wheel.net and turn on "Real Wheel mode" the map zooms correctly. Inertia caused by trackpad scrolling makes it zoom out all the way every time.
