Overlapping Bar and Column Chart

Thank you for the excellent work being done here. I'm curious if you have an opinion on how hard it would be to implement an overlapping Bar or Column chart similar to this:

Do you think the mixed chart would be relevant here, with two or more bar charts stacked over the other with scaled margins? I'm willing to tackle this, but would like to get your estimation of effort and if possible a point in the right direction.
