Unable to boot into safe mode on Monterey #123

Every time I try to boot into Monterey (either by adding -x to boot-args, or by pressing shift + enter at os picker screen) and no matter what, it shows the prohibitory symbol. It does this with my other hackintosh that is a x1 carbon 3rd gen on Monterey as well (laptop i am on now is a t450s)

If anyone has any advice, I would love to hear it!
