Clear tag on store capability violation?

As per riscv/riscv-cheri#476 CHERIoT currently differs from the proposed riscv-cheri specification on what to do when storing a tagged capability via a capability that lacks MC. The analagous case for store-local was changed to tag-clearing as of #20 .
