Add ability to install tools to the system permanently using choco or winget

#46 releated issue. If someone submit to choco or winget would be nice work .

BTW: If you wish to run quickly, you could paste text as follow and press enter-key by Windows -- Run: (Win+R) . Also that will be downloaded and located in %USERPROFILE%\OpenArk64.exe.
