H2 import to MySQL wrong state_id

When importing H2 data into MySQL/MariaDB, the state_id's for the default report states are wrong. This is an issue as by reports default to state id 1.

Either the import function should update report state_id's to match the new id's, or it should use the existing ids; the latter is the expected behaviour, need to investigate
