Issues under Cinnamon 4.0

I got fresh copies of Windows 7 and Windows 10 themes from the Repository for testing under the Cinnamon 4.0 available in the Linux Mint 19.1 Repository, and here's the breakages, new bugs, etc that I've seen so far:

• [Grouped Window List] New theming classes are needed to theme the Grouped Window List applet, as it uses different theme classes to IcingTaskManager
• [Panel Height] Choosing a panel height for your theme seems to be ignored from now on, due to no longer having the option to have the theme suggest a panel height

Thanks for the feedback. Right now I'm busy preparing to port cinnamon themes to SCSS for better portability for future releases. Can you link the new grouped window list applet classes needed?
