Feature Request: More advanced user rules

I would like to be able to have a way to select a list of several users for a rule. For example:

That's a great idea. Even better might be to have groups of people that you could define at a higher level, that way you could easily change it if Nick moves to Team2. Is that kind of the use case you're going for?
