Description

Add a fuzzer tests to be run by CI prior to any merge. Fuzzer to be considered: https://github.com/srlabs/substrate-runtime-fuzzer
Reopening because #1209 was closed

Required Tasks

  • Implement fuzz testing
  • Add to CI
