Can't use index.md inside nested directory with permalink mapping

I have a problem with my blog: https://github.com/jcubic/jankiewicz

I have a directory structure like this:

/blog/pl/
/blog/en/

and I want to map them into /pl/blog and /blog/ but the index.html file is missing and it's inside /pl/blog/pl/ and /blog/en/ directories.

I have this in /blog/pl/pl.json:

{
  "permalink": "/pl/blog/{{ page.fileSlug }}/"
}

and /blog/en/en.json

{
  "permalink": "/blog/{{ page.fileSlug }}/"
}

EDIT It may be a bug, it requires adding a permalink to index.md files.

This doesn't work:

    eleventyConfig.addUrlTransform(({url, ...rest}) => {
        if (url.match(/^\/blog\/en\/$|^\/([^\/]+)\/blog\/\1\/$/)) {
            const result = url.replace(/[^\/]+\/$/, '');
            console.log({result, url});
            return result;
        }
    });

It prints:

{ result: '/blog/', url: '/blog/en/' }
{ result: '/pl/blog/', url: '/pl/blog/pl/' }

The same as:

    eleventyConfig.addUrlTransform(({ url }) => {

            const path = url.replace(/[^\/]+\/$/, '');
            const result = `${path}index.html`;

which prints:
